MACARTHUR BOULEVARD REALIGNMENT AND RECONSTRUCTION

Triad provided comprehensive engineering services to realign and reconstruct Oklahoma
City's MacArthur Boulevard from Newcastle Road to SW 104th Street and rebuild SW
104th Street from the relocated MacArthur to Interstate 44.
The realignment of MacArthur one half mile to the west was originally studied in
the 1990's as related to FAA requirements for separation of facilities from the
end of the proposed Crosswinds Runway extension at Will Rogers World Airport. Triad
was working on an environmental assessment for the Crosswinds project while, concurrently,
the FAA Mike Monroney Aeronautical Center, bisected by MacArthur and bordering the
airport, was upgrading security. However, the rerouting of MacArthur superseded the runway project when increased
security measures following the 1995 bombing of Oklahoma City's Alfred P. Murrah
Federal Building and the 2001 World Trade Center closed federal facilities, including the FAA Center and adjacent section of MacArthur, to the
public.
In order to restore MacArthur's important north/south route for the City of Oklahoma
City, Triad was contracted for an Engineering Design Report, Preliminary Plans,
Plan-in-Hand, and Final Plans and Specifications. The six mile project includes
four miles of virgin realignment and is divided into three separate construction
contracts:
- Phase I, completed in 2008, realigned two miles of MacArthur from Newcastle Road
south and west to SW 74th Street allowing the Boulevard to extend south without
passing through the FAA Center. Six reinforced concrete box structures were constructed
including a V and C bridge. The new entrance to the FAA Center and new visitor center
is located along this alignment on the west at Mike Monroney Boulevard. Because
of FAA security, federal funds were allocated for a portion of Phase I construction.
- Phase II, opened in the spring of 2009, is comprised of two miles of virgin realignment
from SW 74th south to SW 104th Street.
- Phase III, with a summer 2009 completion date, borders the south property line of
Will Rogers World Airport, widening SW 104th Street from Portland to the realigned
MacArthur Boulevard. The contract includes approximately 2.2 miles of roadway improvements
with six reinforced concrete box structures.
Triad's extensive scope of work included:
- Data collection; field surveys, traffic study on roads adjacent to the airport,
hydraulic studies
- Environmental Assessment; public hearings, noise, wetland, and WOUS impacts
- Evaluation of alternate routes and selection of preferred alternates
- Right-of-way
- Paving, drainage, utility improvements, waterline relocation
- Construction administration services
